Terry Homburg serves as an APEX Accelerator Business Advisor with the Kitsap Economic Development Alliance, where he counsels businesses on government contracting and compliance readiness, with a particular focus on Department of Defense cybersecurity requirements. A retired Department of Defense Contracting Officer, he brings 29 years of procurement experience across services, construction, supply, and architect-engineering contracts, spanning both pre-award and post-award phases.
Over the course of his career, he held key roles in the Government-wide Purchase Card program and completed extended overseas assignments in Japan, Cuba, and Italy, providing practical guidance grounded in real-world acquisition environments. In addition to advising Kitsap-area firms, Terry teaches on-demand training for Washington APEX on the steps leading to federal contracts, sharing applied insights from decades in federal acquisition.
